Parcel Tax Exemption Process

Overview

The voters approved a ballot measure on November 6, 2001 authorizing the District
to impose and levy a special tax of up to $150 per taxable parcel beginning July 1, 2002.

The North Sonoma County Hospital District has the authority to levy this special parcel
tax on every parcel within its boundaries that appears on the annual secured Sonoma
County property tax roll. The District has chosen to exempt all taxable parcels with
less than $1500 value.

It is not the intent of the District to grant exemptions to owners of multiple parcels or
parcels held in a trust and used for agricultural purposes.

The District may exempt owners from multiple taxes (reduced to a single parcel tax)
on two or more contiguous parcels (sharing a common border), which cannot be
individually sold, leased (except for agricultural purposes), or financed. For the District
to approve an exemption the owner must show that the contiguous parcels have value
only as one parcel.

The District shall act through a Claims Administrator, who makes the initial determination
and communicates the decision to the parcel owner. A parcel owner who disagrees with
a decision to deny an exemption may appeal to a District Appeals Board. The decision
of the District Appeals Board is final and may not be appealed to the District Board of
Directors.
